County Meath is in the east of Ireland. It is in the Republic of Ireland which is the correct term for what some people incorrectly refer to as southern Ireland, purely to distinguish it from Northern Ireland.

The link below shows a map of Ireland, with county Meath in dark green, and showing the rest of the Repblic of Ireland in a lighter green and Northern Ireland in pink.

If Northern Ireland is the UK what is Southern Ireland or the proper name for the part of Ireland that is not considered Northern Ireland?

The Republic of Ireland is often used, but the official name is Éire in the Irish language and Ireland in English. Southern Ireland is an incorrect term. In fact the most northerly point on the island of Ireland, is not in Northern Ireland, but actually in what many people call southern Ireland. So "Southern Ireland" is an incorrect term both as an official name and geographically.
