No! Memorial Day was first called Decoration Day and was to honor all military personnel who had died during the US Civil War. It was first observed on May 30, 1868, three years after the Civil War ended. After World War I it was expanded to honor all military personnel who had died during all wars and militay actions in which the US had been involved. Decoration Day was officially renamed as Memorial Day in 1967.
