Not at all: Mexico City has a yearly median temperature of 15 °C (59 °F) while northern, "desert" cities such as Monterrey and Hermosillo have a median temperature of 24 - 28 °C (75 - 82 °F). Coastal cities such as Acapulco, Los Cabos and Cancun are the "hot" ones, with a median temperature of 26 °C (78 °F) but a constant humidity of 60% or more.
On the other hand, countries such as Saudi Arabia, Yemen or Israel are almost completely desert, which makes them more prone to be hotter than Mexico.
