No. Miniclip does have RuneScape on their site, but they are not official hosts, since RuneScape/Jagex only suggests using your password on Funorb.com and Runscape.com. Miniclip may not have the actual RuneScape game, it is probably just a rip (a copy of) the actual game.

I can't answer that question for you, but in my opinion Runescape is better than club penguin since Runescape is run by an actual gaming company where as club penguin is run by Disney. Club Penguin also is very limited gameplay, where as Runescape has a wide variety of gameplay.
go to http://www.moparscape.org and download their client. just remember to not use you actual runescape username and password, as it could get stolen. moparscape is not the original runescape, its the private servers.
