Morocco is a North-African Arab country, however it has heavy influence from Europe (mostly from France and Spain, although Morocco has placed influenced on Europe as well, mostly Spain). Morocco even considers itself a European type country, as it has tried to join the European Union with this argument.
No, Morocco applied for membership in 1987 but was denied because it was not seen as a European nation. Its argument, however, is that it is (and the truth is that the country is highly influenced by Europe, specifically Spain and France). There are many countries not in Europe that may become members of the EU in years to come and Morocco is most likely to be one of them.
