It helps both countries by providing an increased market for goods and services. For example, motor vehicles made in Mexico don't have to pay import taxes, so they can be sold for cheaper prices in the US.
It hurts both countries as many businesses owners have found that closing plants in the US while opening them in Mexico allow for cost savings. This drains the economy of much-needed jobs. As for Mexico, many small and medium sized agriculture producers cannot compete against highly subsidized products, such as corn, wheat and milk. This has resulted in increased migration into the cities and as illegal immigrants into the US.
