Actually NaOH is a salt of a metal ion (Na+) and a strong base (OH-) like stated here below: "The OH- signifies that it is a base."

By the way: NaCl is not the base, like stated here below, but a neutral salt (= Metal with nonmetal)

Also it is good to remember that if you had the an acid react with NaOH it would produce a salt and water, since it would be acid base reaction. This further shows that NaOH is a base. In the equation below NaCl is the base. And just in case you need to know. There is no conjugate acid for NaOH because it is extremely strong base.

HCl(aq) + NaOH(aq) ---> NaCl(aq) + H2O(L)
