No, New York City is not the dirtiest city in the U.S. But it can't really be called, "clean," either.
In terms of air quality, New York City is pretty dirty. According to the first Related Link below, New York ranks as #8 of the, "Top 10 U.S. Cities Most Polluted by Ozone." But it did not make the list of, "Top 10 U.S. Cities Most Polluted by Year-Round Particle Pollution," nor did it make the list of, "Top 10 U.S. Cities Most Polluted by Short-Term Particle Pollution."
According to the second Related Link below, which rates the 50 most dirty U.S. cities (50 being the cleanest, and 1 being the dirtiest), New York City ranks as #11.
So, yes, New York City is pretty dirty (although it is not the dirtiest city in the U.S.). But I think it's mostly the air, and the surrounding rivers, that are dirty. New York City is polluted, but, in terms of like, dirty sidewalks and garbage/litter on the streets, New York is very clean. Sometimes you see an overturned garbage can spilling trash all over the street, or a garbage bag on the curb that has been torn open by rodents. But overall, there is not much litter on the streets, and the streets and sidewalks are pretty clean (not encrusted with filth and foul-smelling gunk).
