According to Marriland it says its only available from a Nintendo event. The most recent one in the US was at Toys R' Us. You can also fight a Shaymin in the game (and catch it) at the Flower Paradise if you have the Oak's Letter key item, but there is no way to obtain that item without the use of cheating. In the US version of Pokemon Platinum, only a legitimate Shaymin obtained from the Toys R' Us event can trigger the girl in Floaroma Town to give you a Glacidea flower. Good luck

You have to go to a Nintendo event. There's usually an event once a year in NYC. They'll probably be giving away the tickets for another year or two because of the new Platinum game for the DS. If you can't go to a Nintendo event, get an Action Reply and find the code that gives you the ticket to the place Shaymin is at. Hope this helps.
