The hydroxyl group, found in alcohols among other substances, is polar. The oxygen in this group is very electronegative while the hydrogen is not. Thus, there exists a dipole movement, as the electron density is higher around the oxygen atom than the hydrogen atom.

The bond between an oxygen molecule and a hydrogen molecule in a hydroxyl group is a polar covalent bond. The electronegativity of oxygen is higher than that of hydrogen, resulting in the shared electrons spending more time around the oxygen molecule and imparting a slightly negative charge (negative dipole moment) to the oxygen molecule.

This is actually why the hydroxyl group is so reactive - the hydrogen carries a slight positive charge (positive dipole moment) and under certain conditions can be removed and substituted with another atom or molecule. This is how polymers such as plastic are often made - a chemical reaction starts in which the hydrogen of a hydroxyl group pops off one molecule and another molecule attaches itself in the hydrogen's place.
