The only thing that might save you is if the offense is under a statute of limitation. Which means that after a number of years, there is no punishment for the offense. But only lesser crimes have a statute of imitations. Never homicide or other such violent crimes.

Only the state, through the prosecuting attorney, can do that. If you wish to report criminal activity, contact the police.
