(If you want all the legendaries like I do even do Emerald has Mew and Deoxys but still with an event though I'd still get Ruby just trade the extra Trio Legend Birds (Zapdos,Moltres,Articuno)for Mew,Deoxys,Shaymin,etc.)

It's not precious at all, its just a game, not a ring. Sapphire and Ruby are almost the same, just with different Legendary pokemons. for example in Ruby is latios, in Sapphire is latias. i would recommend Emerald, because it is Sapphire and Ruby combined.

Sorry, but putting a Seviper first in your party cannot increase your chances of finding a Zangoose. Out of Ruby, Sapphire and Emerald, Zangoose is only catchable in Ruby, on Route 114. If you do not have Ruby, than in order to get Zangoose in Sapphire/Emerald, then you must trade it from another game.
