Elections are held every four or five years. If a Premier thinks that their Party is on a high in the opinion polls after being in office for four years, and they seem to enjoy the support of the public, then they may call a general election because their chances of re-election are good. But an election HAS to be held after five years, whatever the level of governmental popularity.

There has to be a general election at least once every 5 years, so that is the longest time a Prime Minister can be in office before having to be re-elected. Elections can come sooner than that too.

Each country has its own rules. In the UK a Prime Minister is not elected directly, but is usually the leader of the largest party in the House of Commons. The Canadian system is similar. In France, the President appoints the Prime Minister, usually from the members of the National Assembly, but the person does not have to be elected at all.
