This has been suggested many times before, but because Puerto Rico is a Commonwealth of the US, they have more rights in governing themselves than being a state. I don't think it will ever happen.

There is no specific time line. In order to become a state, the people of Puerto Rico have to vote to become a state in a plebiscite. If "Statehood" wins the plebiscite, then the government of Puerto Rico has to petition Congress to admit the Commonwealth into the Union. Congress has to VOTE whether to accept the petition or not in order to admit Puerto Rico into The Union. If Congress votes to admit PR to the Union, then the President has to sign the declaration.
To this point the every plebiscite has gone against statehood with narrower and narrower margins.
The next plebiscite will most likely take place in 2012, but there's some serious political wrangling involved at both the Territorial and Federal level. Some insiders say not to expect a plebiscite until 2013.
