It certainly is. There is a very large and thriving community of gamers who use it. The RPG Maker series is published by Enterbrain, a recognized major Japanese publisher. Games in the RPG Maker series have been released on the PlayStation One, and PlayStation 2.
It is a perfectly safe program, and made for Windows XP and Vista, although I run it just fine on Windows 7.
