The word Satan means 'impediment' or 'obstacle'. It is not the name of a celestial being. When the apostle Peter referred to the Great Satan he was using an alias, not naming anyone or anything. Subsequent christian theology and mythology have created this character, not the Jews or Hebrews. Therefore Satan is a static Character or even just a title signifying 'The Great Obstacle'.
