Sort of, since Al Saud family treats Saudi as their inheritance they don't feel like collecting tax. The main reason for not collecting tax is because the king is collecting $400billion a year from selling oil and is not concerned about collecting more money as that is enough to looks after the Prince's. In 50 years time when oil drys out they will get to think about collecting tax and making those chubby guys burn some belly fat. Lol
