Ad hoc
Yes, 'it is thundering outside' shows acceptable grammar.
May possible in outside India but no idea about Indian system.
Some employers do prepare their owns MSDS. They employ a person who has the knowledge and training to do so. Others will get a consultant or other outside company to prepare them.
I believe that the only acceptable reason for wanting to be married outside of your parish church is if you prefer to get married in your spouse's parish church. I'm not really sure, whatever reason you may be thinking of, you should check with your parish priest.

Either when it is visibly darkening outside, or its usually acceptable after 5pm (end of the work day).
"bai painock" ... "bai"- Go "painock"- outside every command should be followed with a softener "krap" for men and "kaa" for women to make it polite and culturally acceptable.

I depends on what you are referring to as an advanced diploma. If this is from outside of the US, and considered secondary school (high school in the US), then yes the next step would be a bachelor's degree in engineering.
Because it has no available address for the Better Business Bureau to check, out could mean that it is situated outside the US and not verifiable. It lists the Capital Network for Distance Learning Program (CNDLP) as its accreditation agency. If you check the Related Link below, you'll find, by its own statements, that it is a "self accrediting agency", meaning no neutral, official accreditation agency verifies the authenticity of its programs. Therefore other educational institutions and employers would not recognize the diploma you receive for about 2 hours of work.
