No not under that title, but the Sonic the Hedgehog is part of the PS2 Sega Genesis Collection for PS2 released Nov 7 2006 and there is also the Sonic Gems Collection for PS2 from September 30 2005

There are a number of games included in the Sonic Mega Collection, released in 2002 for GameCube, PlayStation 2, XBox, and the Windows operating system. Depending on what region one lives in, the game disc can contain twelve to fourteen different Sonic titles.
The first Sonic game to come out for the PlayStation 2 was Sonic Heroes. It came out January 24, 2004.

If you're referring to Sonic Mega Collection PLUS, you have to unlock it by playing both Sonic 2 and Sonic & Knuckles for a set amount of time, and you have to save it. Press R1, "Quit Game", then confirm it. Go back to the Main Menu, then reselect "Games." Sonic 2 will be available. Note: you can't use cheat codes in this game.
Sonic Heroes is a PS2 game and there is no game with the Sonic Heroes 2 title
