It depends on location. Spain can be very hot in the south and quite cold in the north.
I'm from Valencia Spain, I was born and I live in Spain, and through out all these years I think Spain is a neutral place. It is approximately 3o C to 25o C in winter and 25o C to 36o C in summer.
It is usually hot but sometimes its quite cold.
Spain experiences the full range of temperatures. It has the high altitude cold temperatures of the mountains to the exceeding hot dry summers in the middle of the peninsula. Keep in mind that Madrid is close to the same latitude as New York and experiences similar weather.
Spain in summer is about 35-40 degrees very hot so wear a bikini or swiming shorts
I live in Madrid, its capital city, and I can tell you that temperatures vary among 5º or 6ºC in January, for example, to 38º-39ºC in July. The cities near the seashore are usually less cold in the winter and less hot in the summer. Swim wear is only appropriate while on the beach or at a pool.
No, Spain isn't tropical, there is snowfall on the mountains in Galicia & the Pyrenees, & in the Sierra Nevada in the south.
