Yes, Switzerland has been a member of the United Nations since 2002.

Previous it was not a member because Switzerland's neutrality rules were so strict it couldn't join any group that had military forces, and the UN has troops. They had to change the constitution in order to join the UN.

Yes, it has been a member since 2002.

Prior to that the Swiss constitution prevented membership. Switzerland is a neutral and the constitution banned Switzerland from joining any military alliance (the UN has troops and so is technically a military alliance). The constitution was changed in 2002 to make the UN an exception.
