Yes, Syria is a secular state. The relegious parties are not allowed in Syria. To give you an example: if you are a member of the Muslim brother party, you will be executed.

Syria is a very secular state actually, it doesn't allow religious conflict and does not follow the Islamic way at all, it also allows Christians and USED to allow Jews to be in the government. Actually now a days the Syrian Army is very much Christian generals and commanders.
