Both. There is a fair-sized community of religious Taoists in Asia - a faith with a set of established rites and rituals, a pantheon of supernatural beings, and other bells and whistles. The west's exposure to taoism, however, is mostly as a philosophy of life. Taoism arrived in the west largely through translations of the Tao Te Ching (which is a philosophical text, not a religious one) and through the teachings of Zen buddhists (Zen adopted many of the core philosophies of taoism as its own).
