Gmod is only for the computer. You just install Steam (you can install it buy going to Steam.com) and then there you have it. But you will need a source, so will need to buy either Tam Fortress 2 or Half-Life. Gmod is also 10$.

No you cannot because Counter Strike 1.6 runs on the original counter strike engine. Every game on garrysmod must run from the Source Engine or any game ran off of HL2. You cannot do this in gmod. You need to use a program called Source SDK (software development kit.) you can find this program on the internet or on steam. (note: this program is extremely complex.)
