The City of Tel Aviv is in neither the Gaza Strip nor the West Bank, the city is in Israel proper. Tel Aviv is usually recognized as the capital of Israel, Gaza City as the capital of the Gaza Strip, and Ramallah as the capital of the West Bank.
Note that both Israel and Palestine claim Jerusalem as their capital, yet as no embassies exist there, the international community does not generally recognize it as a capital city for either side.
