It depends on what type of vegetarian a person is.

A lacto-ovo-vegetarian (person who doesn't eat meat or fish, but still eats dairy and eggs) can eat all kinds of chocolate.

A lacto-vegetarian (person who doesn't eat meat, fish, or dairy, but still eats dairy) can generally eat all kinds of chocolate, but there are some weird kinds of chocolate that contain eggs (which lacto-vegetarians can't eat).

A vegan (person who eats no animal products) can only eat chocolate that does not contain milk.
