The most southern part of Texas is more southerly than the central part of Florida. Brownsville TX is almost as far south as Miami FL, but it is still a long way north of The Florida Keys.
"Southerly" describes the culture in the southern states. It could be used to describe accents, the way you dress, etc. It is a common misconseption that southern people are more like cowboys or hicks.
