The Hunger Games were created to "teach" the districts that an uprising was impossible to pull off after the first one failed. They also used it to keep the Capitol entertained.

The plate is the thing the tributes stand on during the final countdown to the start of the hunger games. If they step off it before they are supposed to they get blown up by the mines planted around it.
First off, Prim doesn't go into the Hunger Games. Katniss takes her place in the drawing. So technically Prim does live but she isn't in the Hunger Games.
In the first Hunger Games--or the first book of the trilogy, because this is the Seventy-Fourth Games--Katniss and Peeta are sent to the Capitol to train, be interviewed, and become prepped before being shipped off to the arena.
