No, only one player can play The Sims 2 Pets at a time. It is only an expansion pack to the original The Sims 2 game. The pets on The Sims 2 are not controllable by any player, including the single player. They do whatever they want, whenever they want to do it.
One way that you can try to have two players is to have one person control one Sim, and the other person control the other Sim with the same mouse and keyboard on the same property. This can be very tedious though because you would have to take turns and wait for the other person to finish doing whatever they want their Sim to do. Plus while you are waiting for them to finish, your Sim may quit doing what you had them to do in the first place, or not do it at all and go do something else on their own before you have a chance to correct it.

The Sims 1 is a two player game.On the back of the case it says 1-2players.
