There is no evidence, either literary or epigraphical to ascertain if Tolkappiyam is older than Ashtadhyayi of Panini's. Panini's work is highly logical and the grammar follows the structure of human vocal chords. Every rule formulated therein is based on the natural behaviour of the way in which human voice progresses.
on the other hand, the sutrams of tolakappiyar are arbitrary and bear no relation to voice production. Like many grammars based on arbitrary rules, Tolkappiyam tends to be prescritive and leaves many rules to be invalid in the face of logic. I have tried best to analize the sutrams of both grammars, but find that those of Tolkappiyam falls far below any logicalanalysis. Also a set of rules inless built on the structure of the larynx cannot be logical at all. If you have any valid arguments in favour of arbitrary grammars please let us know. Many thanks.
Yes, the Tolkappiyam is believed to be older than Panini's Ashtadhyayi. The Tolkappiyam is an ancient Tamil grammar text dated back to around 5th century BCE, while Panini's Ashtadhyayi is estimated to be from around 4th century BCE.
