Is Tonkin the old name for Vietnam?

It was the old name of northern part Vietnam given by French colonialists. According to the french "Divide and conquer" policy, Vietnam was divided by 3 "states". Tonkin: the "protectorate", Cochinchina(the south part): french colony, and Annam( the centre) ruled by the vietnamese king. But all of them were de facto ruled by the French: military, dyplomacy, economy ...... were all under french control.
