The record of foreign aid over the past 60 years or so is that it is usually misappropriated and misspent by corrupt governments, and it winds up doing little if any good for the country to which it is given, so yes, it would seem that governments are not the best recipients of such aid, and perhaps there are other entities which could make better use of the money.
