Well yes and no. NATO was formed after WWII as an alliance against communist agression of countries in Europe that considered themselves allies of the United states. The communists formed the Warsaw Pact which was the communist countries that condidered themselves aligned with Russia to protect themselves from aggression by the west.
So they are not really for or against each other. It is more like they have agreed to disagree and keep a close eye on each other.
