No. He's just a political cartoon person.
"Uncle Sam" started out a a person named Sam Williamson. He lived near Boston, Mass. Just after George Washington became the first president of the US, Wlliamson and his brother moved to Troy, NY to start their own business. They packeg salted meat in barrels. After the War of 1812, they received a contract to supply the government with barrels of meat forth soldiers. They had the letters US printed on the side of the barrel. The soldiers asked what they letters ment, and jokingly, they were told it ment "Uncle Sam". They continued to repeat this joke wherevere the barrels were taken.
Durig the War of 1812, te US gained a new symbol- Uncle Sam. He began to appear in newspapers during the 1813's. During WW1, he became even more popular because he was used on the ARMY recruitig posters. In 1961, Congress adopted the following-
"Resolved that the Congress salutes :Uncle Sam Wilson" of Troy, NY as the forefather of America's National symbol of Uncle Sam."
So yes, he was a real man that was turned into an even greater idea.
He isn't real, but people think he may have been based on someone who was involved in the founding of our country.
