As far as i know it depends on the current position of their orbits relative to each other and earth there are periods during Pluto's orbit of the sun; which more eliptical than neptune, where it is actually closer than neptune, even though it is considered the last planet. So you will have to look at there current positions, however, i think Pluto is currently the further of the two at present.
