Yes. Washington DC is a Federal District, it is not a state. As a federal district DC does not get congressional representation. I.e. DC does not have any Congresspersons or any Senators. DC does get a single non-voting congressional delegate, who can participate in debate. Another difference is that Congress has the final say on all legal matters in the District.
