No. Their terms and conditions were laid out for you in the contract which you signed when they financed your vehicle. If they do give notice, it's more as a courtesy, and also because they'd much rather you make your payment than to have to repossess your vehicle.

What is a LEGAL NOTICE From Wells Fargo in Dublin OH?

It's a legal notice from a particular company, which is located (or possibly headquarted) in a particular place. Open it and find out. Ignoring a legal notice is probably the worst possible thing you can do; if you're being sued for something and you just ignore it, the court will almost certainly grant a summary judgment for the plaintiff, which is going to be the least favorable outcome possible for you. It's virtually impossible for us to guess what it is; it should be easier for you, since presumably you know what kind of relationship you have with Wells Fargo. If they're your mortgage holders, it could be a foreclosure notice. If not, it could be a note that since you're the sole beneficiary of your great-uncle Ebenezer's will you now need to tell them how you want the money in his (now your) accounts distributed. Or it could just be a notice they're legally required to send out regarding the trouble they got in recently for signing people up for accounts without their permission. The best thing to do is open it and find out what it is, rather than asking a bunch of strangers to try and guess.
