Wikipedia has been shown to be a reliable source of information that is constantly up to date and where it is possible to bring corrections to articles where needed. I think you can rely on the information there.
The sad truth is that you don't. Wikipedia averages 4 mistakes per page, therefore is an unreliable source of information. But that doesn't mean that most of the info is wrong. Just be aware of using Wikipedia on reports etc. You can always trust a textbook.
some of the info on wikipedia isn't true but some is so it may not be the most accurate source to rely on.
If you have a source don't be lazy and check at least two to three different sources and compare the given info. If the sources match, then the one you are asking about is reliable. If not it is not reliable. In cases like that just pick up a book. It doesn't hurt.

Kiplinger has reliable info on buying foreign bonds directly. This is a very complicated thing to do though.
There are numerous articles and info on Dillinger starting with Wikipedia. The Biography Channel online is another very good source
