If you do nothing other than browse the internet and load your hard drive full of spyware, Vista is the ultimate choice. If you are Gaming you might also want VISTA, seeing as Microsoft is buying every major game studio and forcing them to make their games compatible with only VISTA.
But if you are doing stuff that might need a good OS, such as administrating a web server, or developing accounting software to help you run your business with ease, or running said software, you should switch to Ubuntu Linux. It's like Windows, but without the BULLSH*T!
I guess that depends on which version of Windows you're upgrading from. I, personally, find it to be very user friendly but there is a slight learning curve coming from Windows XP. Vista users should have no issues whatsoever. Windows 7 is, after all, what Vista should have always been but never was.
I am not sure what the definition of user friendly is. The goal of an operating system developer would be to make it easy to complete tasks (user friendly) so that it would become popular and more people would want to purchase it (or purchase devices which use it).
