Yes, but It also depends on the type of processor you have for gaming. It will function almost the same exact way as Windows 7 for gaming but it will take time to adapt to it.

Either operating system will do just fine. What you need to be sure of is your computers hard ware. It needs to have a good processor, good amount of RAM, but most of all, a great video card and a great graphics card in order to get better gaming.
Although rumors say Windows Vista is terrible for gaming, I have found Windows Vista Ultimate 64-bit Edition to be good at gaming. Recent games like Crysis perform well in this OS. However, old games like Starcraft and Red Alert II are very hard to use on it. Macintosh offers a good OS, but with a mac you have alot of compatibility issues with Windows and there are limitations to games you can play on the system. If I remember correctly, a 64-bit OS can hold up to 32gb of ram. However I am certain that Macintosh can hold up to 32 gb of ram.
A PC with the specs as below is good for Next gen gaming: Haswell Intel Core Processor i5-4670K, 8GB of DDR3 RAM, 1TB 7200rpm Hard drive and 1gb NVIDIA GForce GTX 650Graphics with Windows 8 64 bit O.S.

Is this GHz, Windows Score? Not much information was given. For GHz, It is reasonable, but not very good for gaming, GHz isnt all that makes up a processor though. If it is a windows score, then it is very bad.
