Fireworks that stay put and just smoke or fizzle are OK. This includes sparklers, stationary cones and fountains, snakes, smoke bombs, caps, noisemakers or confetti poppers with less than a quarter grain of explosive mixture.

I grew up in Minnesota and lived in MN for 29 of my 33 years (I live in Kentucky now). Basically, our laws are similar. If it leaves the ground or explodes, it's illegal.

No. They're not illegal. Caps and sparklers were prohibited in 2012 due to drought like conditions. Fireworks can be used by any individual if a permit is obtained. The permit costs $60 (in 2013) and appears to contemplate only a major display, not back yard uses.

Backyard/Home use appears to be prohibited by the City of Brookfield Municipal Code beyond sparkers and caps.

State law allows the sale, possession and use, without a permit, of sparklers not exceeding 36 inches in length, stationary cones and fountains, toy snakes, smoke bombs, caps, noisemakers, confetti poppers with less than ¼ grain of explosive mixture, and novelty devices that spin or move on the ground. Wis. Stat. §167.10(1). There is no age restriction on sale, possession or use of these devices and the statute does not classify them as fireworks. Local ordinances may be more restrictive than state statutes and may prohibit any of these items or limit their sale or use. These are the only kinds of "fireworks," as that word is commonly used, that a person may use or possess without a permit or that may be sold to a person who does not have a permit.{ this answer came from the WI department of justice

You can light off any kind of firework on the market in Wyoming, nothings specifically prohibited.
