OBD II was not available until late 1995. If it were OBD II compliant it would have a connector with a string of 8 square holes across the top and bottom of the connector. And there would be a note or sticker under the hood that reads, "OBD II COMPLIANT" Cite: http://www.obdii.com/connector If you are looking for this option for an emission inspection most states that require this inspection will require a treadmill test. The vehicle will be ran on a treadmill and the exhaust captured and ran for analysis of the emisssions content. not all 1995 vehicle's have OBD II, since OBD II is meant for all 1996 + vehicles. But check the emission decal under your hood, at the top tip. Though If you are lucky enough to be OBD II compliant, all OBD II senors are inside the vehicle under the dash (steering wheel).
