yes it is. OBDII starts in 1996. Mine is a 95.5 and it's a OBD1 still. You can tell by the plug under the hood that says "Diagnistics". OBD2 will have a square plug under dash

its easy. there is no 1995 tacoma. the tacoma name did not appear until 1995.5 with the new generation. any 1995 Toyota truck is either a t100 or a "truck". if it says tacoma on it, it is a 1995.5+

It depends if you really have a 95 toyota pickup or if you really have a 95.5 tacoma A 95 pickup is obd1 as obd2 started in 96 (or 95.5 on tacomas)
