He has a right to see her, unless her parents disapprove, but it isn't wise. A 20 year old young man should be seeing young women near his own age...around 17 at least!

It is odd that it is the older girl having a relationship with a younger boy.

Maturetywise girls tend to be the more mature party and normally chose older boys.

However. If you are happy, then that is what should count.

people will look and most likely gossip about it, but that tells more about their character than it tells about you.

There are so many happy relationships that fall apart because one can not stand up to the gossip. So many people that love giving couples "outside the normal" a hard time.

If you both are happy, the carry on in life together. Happyness together is what a relationship is all about.
