An advantage of an ex Pokemon is that you can use it as a Stage 2 or 3 Pokemon instead of having to evolve it, then level up. So they both have their advantages... it depends what you want to use them for really. But the thing is LV X is better because the advangtages of the card that is strong but the disadvantage is that you can use it when you replace an original card. EX can be summoned at any stage and when your turn but it is not stronger than LVL X so you can say that both have advantages and disadvantages.
