Generally newer cards are stronger than cards from older sets. They usually have more HP and stronger attacks for less energy costs. They're about the same rarity, but ex cards may be worth more because they're no longer in print. However, Lv. X cards that are in high demand for making decks may also be worth a fair bit. An advantage of an ex Pokemon is that you can use it as a Stage 2 or 3 Pokemon instead of having to evolve it, then level up. So they both have their advantages... it depends what you want to use them for really. But the thing is LV X is better because the advangtages of the card that is strong but the disadvantage is that you can use it when you replace an original card. EX can be summoned at any stage and when your turn but it is not stronger than LVL X so you can say that both have advantages and disadvantages.

I level it up using an Abra LV. X card. Then, I can evolve it into a Kadabra. A LV. X card counts as its previous level, so I can have 2 Abra and 2 Abra LV. X, but not 4 Abra and 4 Abra LV. X. Pokemon EX cannot transform into or be transformed from regular cards. So, I cannot Turn a Salamence into a Salamence EX or vice versa. A Pokemon EX MUST evolve from a Pokemon EX. Unlike LV.
