Is a Theocracy a limited or unlimited government?

Theocracy is an UNLIMITED form of government because the theocrat is not constrained by the rule of law. The theocrat is perfectly capable of committing crimes that are prohibited by law by a process of self-exculpation. There is the counter-argument that theocracy is a limited form of government because the theocrat is held to account by divinities or by religious doctrine (even though he is unaccountable to the people). This is fatuous because theocrats are often able to redefine religious doctrines or parrot new words for the divinities that will exculpate them of what should be a crime.

theocracy is a limited government because they had a religious leader and they all had to follow the same exact rules and the leader had to follow the same exact rules also. so a theocracy is limited :)

This is NOT true. A theocracy is an unlimited form of government in that the head of the government is a supreme being. The people are at the mercy of the religious leaders who take their orders from a supreme being whom only they can speak to. This form of government limits the power the people have in that they are not able to vote on the laws and policies of the government. Any time a government has the power to control how people worship, think, work, live, and contribute to society, we call this an unlimited government.
