A theocracy can be either limited or unlimited, although it tends to be unlimited.
A limited government is one in where there are internal checks and balances, making all people subject to the rule of law. In a theocracy like the modern-day Islamic Republic of Iran, the theocracy is limited since any of the Ayatollahs can be taken down by the others for insubordination. By contrast, the Ancient Egyptian Pharaonic State, which was also a theocracy, was an unlimited state since the Pharaoh had unchecked power.
It is a unlimited government.

it is unlimited , and Theocracy is also named off after a greek word
Theocracy is an UNLIMITED form of government because the theocrat is not constrained by the rule of law. The theocrat is perfectly capable of committing crimes that are prohibited by law by a process of self-exculpation. There is the counter-argument that theocracy is a limited form of government because the theocrat is held to account by divinities or by religious doctrine (even though he is unaccountable to the people). This is fatuous because theocrats are often able to redefine religious doctrines or parrot new words for the divinities that will exculpate them of what should be a crime.
