Pertty much all bikes have removeable front wheels. Some come off with a quick-release(basically you flip a lever), some need a tool. If you're talking about bikes that are meant to be ridden with the front wheel removed then it's a custom built trick bike.

Same reason Indy cars aren't built like off-road cars, they're meant to be used for different purposes. Road bikes are meant to travel fast on hard, smooth surfaces, while mountain bikes are meant to travel slower on uneven, loose ground. Different uses, different designs. What you need to do good under one set of circumstances might not be that useful under another set of circumstances.

Eventually mono-shock rear suspension replaced dual shock rears and the bikes became more specialised for the type of competition they were used for, trials, motocross, enduro, desert racing or just trail riding. Rule changes in competition meant that two-stoke bikes had to compete with four-strokes almost twice their size. This brought about a resurgance in fourstroke motorcycles which seem to have turned the tables. Aluminium frames replace the steel frames that were common less than a decade ago. The latest development is the introduction of fuel injected engines over carburated engines.
