A Borough or a District is a subdivision of a county, usually containing a major town and the surrounding rural area. Each borough has an elected council in charge, and the population varies from 25,000 to 300,000.
A constituency is a division of a county which is represented by one MP in the House of Commons. Constituencies have a population of 60,000 to 75,000, except for the Isle of Wight which has a population of 100,000.
